AbstractNoting that providing quality early childhood care and development programs is a challenge for policy makers and educational planners worldwide, this monograph presents the organizational arrangements of preschool education in a number of developed and developing countries, focusing primarily on OECD (Organisation for Economic Co-Operation and Development) countries. The monograph also demonstrates the short- and long-term effects of early childhood education programs for the psychological development and future learning of children, particularly those from disadvantaged backgrounds. The monograph is presented in seven chapters: (1) "Early Childhood Education: A Short History"; (2) "Use of Child-Care Settings: The Challenge and Policy"; (3) "Expectations for Education: What Should Children Experience?"; (4) "Impact of Early Education: School Performance and Productivity"; (5) "Early Childhood Education Curriculum Models: Does Every Programme Work?"; (6) "An Effective Curriculum Model: Selection and Use"; and (7) "Policy Recommendations: Contributions from Early Childhood Development." The monograph asserts that ensuring that existing programs are of high quality should be the first priority for policy planners and that the most important component to create high quality preschool programs is to adopt a model curriculum program that can be easily adapted to various settings.
