AbstractThis report details results of the 1999 Nebraska Rural Poll, which asked rural Nebraska residents for their opinions on recent school finance legislation and on proposed consolidation of county offices and services. Survey responses were received from 3,036 residents of Nebraska's 87 nonmetropolitan counties. Recent school finance legislation changed the distribution of state aid by giving relatively more assistance to school districts with low costs per student. In addition, property tax levy limits for school districts were lowered. About half of rural Nebraskans believed that educational quality in their local district had not changed as a result of either legislation, while about a third thought that educational quality had decreased. Those most concerned with the effects of this legislation on educational quality were better educated respondents, those with children at home, those who were married, and those aged 30-49. Proposals to consolidate county offices and services were opposed by most rural Nebraskans, with opposition to consolidation strongest among those living in very small communities, women, those aged 65 and older, persons with low income, and those with a high school education or less.
