Abstract | This report reviews the proposal by the California State University (CSU) to establish a 23rd campus to be know as California State University, Channel Islands. The proposed institution will be a full-service campus with a lower division, upper division, and graduate educational services, located in a former state hospital in Ventura County. The new campus is expected to open in 2002 and to operate initially in tandem with the CSU Northridge Ventura Center now located at the site. The center will be phased out gradually according to a transition plan to be developed by the presidents of CSU Northridge and CSU Channel Islands. The proposal was approved by the California Commission on Higher Education in November 2000. This document contains: (1) "Conclusions and Recommendations"; (2) "Background to the Proposal"; (3) "Demographic and Geographical Context"; and (4) "Analysis of the Proposal." Appendixes contain guidelines for review of the proposed educational institutions, the state Department of Finance approval letter for the plan, and letters of support for the proposed new campus.
