AbstractThis guidebook provides an overview of the Common Framework for Skill Standards (CFSS) developed by the National Skill Standards Board (NSSB). It is designed for voluntary partnerships, convening groups, and anyone interested in learning more about how skill standards can increase the skills and productivity of American workers. A companion document is available separately. Chapter 1 defines skill standards and discusses the following: (1) their uses to stakeholders; (2) the importance of assessment and certification; (3) coordination; (4) role of voluntary partnerships; and (5) need for a common framework. Chapter 2 presents an overview of the CFSS, including the following: (1) three types of skill standards within an industry sector (core, concentration, and specialty); (2) portability of skills and certificates; and (3) certification (core plus certificates and specialty certificates). Chapter 3 looks at these two components of each skill standard: work-oriented and worker-oriented. It discusses the three elements of the work-oriented component (critical work functions, key activities, and performance indicators) and the three categories into which knowledge and skills, the worker-oriented component, are divided (academic, employability, and occupational and technical). Chapter 4 examines these important goals for developing skill standards: creating tools for progress, making standards useful for many different purposes, identifying critical credible standards, and developing a sound research plan. Appendixes include more information about the NSSB and about voluntary partnerships. (YLB)
