AbstractDesigned to assist charter school developers and operators, this question-and-answer publication provides general information that covers a broad range of federal civil rights issues related to public charter schools. Sections of the document discuss: (1) the growth of public charter schools and federal agencies that oversee charter schools; (2) responsibilities for civil rights compliance; (3) recruitment and admissions and nondiscrimination; (4) schools affected by desegregation plans or court orders; (5) selection of facilities to provide access to students with disabilities; (6) educating students with limited-English proficiency, federal funds available to help educate students with limited-English proficiency, and parental information requirements; and (7) educating students with disabilities, the rights of students with disabilities to a free, appropriate public education, federal funds that are available to help meet obligations to educate students with disabilities, protections under Section 504 of the Rehabilitation Act, Title II of the Americans with Disabilities Act, and the Individuals with Disabilities Education Act 1997, and least restrictive environment placement requirements. The document closes with a list of U.S. Department of Education Office for Civil Rights Enforcement Offices. (Contains 30 references.) (CR)
