AbstractWhile Latinos make up approximately 9 percent of the total population of the United States, they comprise over 25 percent of California's population. Although over half of Latino American women have entered the workforce, a severe family and child poverty rate persists. Since 1990, through a project called "El Comienzo" ("The Beginning"), California's community-based child care resource and referral agencies have been attempting to improve delivery of child care services for young Latino children. The California Child Care Resource and Referral Network is a nonprofit organization that serves 60 agencies. El Comienzo is an outgrowth of the network's California Child Care Initiative, focusing on family day care. Currently, El Comienzo is embarking on a new national phase of activity, providing training and technical assistance to groups attempting to improve quality of family day care services serving Latinos. This report reviews the project's history and serves as a guide to help future implementation of Latino-based child care initiatives. The report sections are: (1) "Guiding Principles"; (2) "Resource Publications for Recruitment and Training"; (3) "Site Selection and Project Management," including support and coordination of sites, fundraising, and training; (4) "Project Activities"; and (5) "Observations and Conclusions."
