Abstract | This paper describes approaches that states have taken to systemic reform in adult education programs, approaches driven by the demand for accountability and high-quality services from legislation and other sources. It begins by defining systemic change and presenting a framework for understanding it. The document presents approaches in four areas that state policymakers can use in implementing systemic reform: (1) stimulating the use of innovative management, assessment, and instructional practices; (2) developing policy to support change strategies; (3) facilitating organizational and professional learning; and (4) coordinating and collaborating within and across states to leverage support for adult education. The paper provides descriptions of state program improvement activities and discusses the conditions that influence adoption of change strategies. The importance of standards for learner performance, assessment instruments, data collection and use, and funding for performance is highlighted. (SK) |
