Abstract	This report presents the results of a review of policy and research literature that focused on the following: the vocational education and training (VET) market in Australia; the role of the concept of a training market in government policy on VET in Australia; the effect of economic rationalism and corporate managerialism on VET policy and practice; and development of the policy framework and administrative infrastructure of Australia's training market since its inception. Presented first are an executive summary, introduction, and overview of the report's structure. Chapter 3 discusses the context of Australia's training market, and chapter 4 is an overview of training market reform and the associated literature. The concept, policy objectives, structure, and operation of Australia's training market are examined in chapter 5. Selected macro, micro, and emerging policy issues, including who should pay for training, the relationship between the training and labor markets, and access and equity, are explored in chapter 6. Chapter 7 is a critical evaluation of the literature and research questions. Chapters 8 and 9, which together constitute approximately 50% of the report, contain a list and lengthy annotations of the 53 research and policy documents reviewed in depth.
