AbstractThis report to Congress presents results of a survey of the 103 historically black colleges and universities (HBCUs) concerning the number of historic properties located at HBCUs and the estimated cost to restore and preserve these properties. About half of the schools responded to the survey. Results indicated that: (1) respondents identified 712 historic properties owned by the schools, of which half were already on the National Register of Historic Places; (2) 66 percent of the historic properties were located at 28 schools; (3) buildings were the most common type of historic property identified; and (4) an estimated $755 million is needed to restore and preserve all 712 properties. These cost estimates include only capital improvement costs and not routine maintenance. Responding schools used various methods to calculate the estimated restoration and preservation costs. Appendices provide data on the number of historic properties, the estimated restoration costs at each HBCU, locations of the 103 HBCUs as of June 1, 1997, the survey, and comments from the Department of the Interior.
