| Abstract | All too often, rhetoric has become the guide for change, rather than philosophical assumptions and value systems. This paper presents three organizational constructs to assist schools in successfully transforming their work cultures into learning organizations. The three components include systems thinking and quality concepts, social constructivism and poststructural decision-making processes, and the power-empowerment dichotomy. Each of the components frames philosophical issues of epistemology and ethics, which help to build a foundation for systemic change. Short of recognizing these foundational issues, schools usually will engage in short-lived change efforts to adopt "quality concepts" and end up in the history books as part of a "fad of the 1990s." The metaphor of environment versus ecology is used throughout the paper to highlight the distinction between "quick fix" educational change of the past decades and systemic reform that is required to transform schooling and its effects.
