AbstractIn Program Year 1994, Colorado divided its Job Training Partnership Act (JTPA) funds among adult and youth job training programs, summer youth programs, dislocated worker programs, and the Governor's Special Initiatives. JTPA staffing levels decreased at the same rate as the declining budget. The programs became especially efficient at using employment and training service providers as the number of participants served throughout the state increased during the same period. To manage existing employment and training needs, Colorado's JTPA organizations relied heavily on the public-private partnerships on which JTPA is based. The Governor's Special Initiatives included education coordination programs, such as school-to-work transition, literacy and lifelong learning, nontraditional employment for women projects, and coordination of employment and training services and older worker programs. Dislocated worker programs consisted of such statewide programs as regional reemployment centers, rapid response, and community college scholarships, and special programs such as major layoff grants, environmental occupations, and older dislocated workers. Colorado's nine service delivery areas offered similar job training and employment assistance and services for economically disadvantaged and dislocated workers, but tailored basic services to meet needs of specific populations in the local community.
