Abstract | This report provides an overview of House Bill 1, 74th Texas Legislature, the appropriations act for the state of Texas for the 1996-97 biennium, focusing on those aspects of the bill devoted to higher education. Nearly 42 percent of the $80.2 billion budget is devoted to education, with $9.9 billion appropriated for higher education. The Higher Education Assistance Fund (HEAF), which provides funding for capital expenditures, received the single largest increase in the higher education appropriation, going from $200 million in 1994-95 to $450 million in 1996-97. Funding for the Optional Retirement Program was reduced, while nearly $55 million of new special item funding was included in the appropriation. A 1.26 percent across-the-board reduction in all general appropriations, designed to save $326 million, was imposed by the 74th Legislature.
