AbstractThis study evaluated the delivery of vocational rehabilitation (VR) services to clients, broken down by group (White, African Americans, Native Americans, Asians, and Hispanics). It evaluated cost of services, process activities, racial/ethnic differences, and outcomes. A total database of 202,585 rehabilitation clients in 1991 was used for the initial analyses with more in-depth analyses conducted of a random sample of 28,138 clients who had completed rehabilitation programs. Overall, findings indicated that time in VR program, number of services provided, and type of disability were the most significant factors affecting cost of services. However, data also confirmed the presence of race/ethnicity effects at the national, regional, and agency levels. Such findings, although generally small in their overall effect size, were consistent and statistically significant. The problem appeared to be more prevalent among subjective disabilities as opposed to physical disabilities, in favor of Whites and Asians at the national and regional levels. The report presents background information on the study, its methodology, results, discussion, and conclusions/recommendations. A glossary explains codes used in the study. Appendices provide detailed stepwise multiple regression analyses by agency, region, race/ethnicity, and major disability. (Contains 41 references.) (DB)
