AbstractThe United States is the only industrialized nation in the world that has no institutionalized school-to-work transition system for helping young people move from education to employment. The Academy for Educational Development's National Institute for Work and Learning (AED/NIWL) undertook a 4-year study of school-to-work transition education reform focusing on school-to-work transition reform initiatives. The final of four volumes this volume presents findings, cross-site analysis, and summary of the literature review. It identifies 12 critical elements of successful school-to-work programs: leadership from education system executives and program deliverers, professional development for teachers and staff, cross-sector collaboration, student self-determination, contextually based curriculum and instruction, a variety of work-based learning strategies, an integrated career-information and guidance system, a progressive system that begins as early as elementary or middle schools, postsecondary articulation, creative financing, and application of research. The AED/NIWL research did not conduct any cost analyses of school-to-work reform. Comparative analyses of costs, and more importantly, cost-benefit analyses that take outcomes into account, could clarify the issue of relative costs for policymakers and practitioners. The programs contributed to positive outcomes for students, business, and schools. Two tables are included. (LMI)
