Abstract | This Head Start On-Site Program Review Instrument (OSPRI) is used to monitor and evaluate Head Start Programs to verify basic compliance with program standards. OSPRI contains Head Start Performance Standards, Performance Standards on Services to Children with Disabilities, and specific program regulations in the areas of recruitment, administration, personnel, and financial management. The review criteria are divided into nine sections: (1) education programs and facilities; (2) health plans in the areas of medical, dental, general, mental, and nutritional health; (3) social services; (4) parent involvement; (5) disabilities services; (6) eligibility and recruitment; (7) administration; (8) options; and (9) financial and property management. The review criteria consist of tables and lists of indicators and standards which require the reviewer to determine whether the criterion being evaluated is in compliance, in noncompliance, or undetermined. A section for reviewer comments is provided following each of the evaluative criteria. A detailed set of instructions is included to guide reviewers in the areas of methods for evaluation, record sampling, determination of compliance, and proper completion of forms. (SD) |
