Abstract | The experiences of 10 states described in this paper illustrate how higher education can be a constructive force for change in the schools, and how the changes taking place in school-based curriculum and assessment provide valuable lessons for collegiate reform. The 10 states profiled are California, Colorado, Florida, Illinois, Kentucky, New York, Oklahoma, Oregon, Texas, and Wisconsin. The paper reviews current admission policies and practices in these states. Section 1 explains the need to clearly communicate to high school students expectations for college-level work to foster greater collegiate retention and graduation. Section 2 examines the need to strengthen the quality of the high school curriculum. Section 3 outlines the need to reduce remediation in postsecondary education. Section 4 explores the need to improve the levels of access and academic achievement of underrepresented students. Section 5 discusses the need to manage enrollment within constrained budgets and section 6 addresses the need to align high school student outcomes and college expectations. Appendixes contain more state-by-state detail and information on state officers who provided additional detail on their state's programs. Contains 25 references. (JB) |
