AbstractThe Subcommittee on Human Resources of the House Committee on Ways and Means asked the General Accounting Office for information on who is currently receiving Aid to Families with Dependent Children (AFDC) and whether the characteristics of this population have changed in recent years. This report presents information from 1976 to 1992 about women receiving AFDC who were or are teenage mothers. demographic, employment, and income trends were analyzed using ther following data sources: The Census Bureau's March Current Population Survey (CPS) from 1976 to 1992; Department of Health and Human Services' (HHS) National Integrated Quality Control Systems data from 1986 to 1992; and other Census data in published reports. Women who gave birth as teenagers make up nearly half the AFDC caseload. This group of women is less likely to have a high school diploma and more likely to have larger families. Both of these characteristics increase the likelihood of being among the poorest AFDC recipients. As Congress considers welfare reform, it may need to explore preventive strategies aimed at discouraging young mothers from being dependent on welfare and encouraging self-sufficiency. Three figures present study findings. Appendix I uses three tables and seven figures to discuss the scope and methodology of this report on teenage mothers. Appendix II provides a list of major contributors to the report. A glossary of terms is provided. (Contains five references and a list of three related GAO products.) (SLD)
