Abstract | This guide provides suggestions for planning and implementing inclusion programs to enhance education for all children. Recent laws supporting the rights of children with disabilities are considered, along with the confusion regarding how to meet the needs of all children in the schools. Variations in inclusion practices among states and districts and new approaches to funding special education are addressed. Specific legal cases regarding the inclusion movement are reviewed, with attention to discipline available for students with disabilities, changes concerning least restrictive environment provisions, financial considerations, and compliance issues. Information is included on how to plan inclusive practices based on case-specific and systemic needs of the school district. Restructuring and a team-based model involving parents, administrators, and teachers are considered. The experiences of a model inclusion program at the Monticello Central School District, New York, are cited. Teaching strategies for kindergarten through grade 12 are described, including multi-age classrooms, portfolio assessment, and team teaching. Ways to enhance education by communicating ideas and practices among teachers, administrators, parents are also addressed. (Contains 86 references.) (SW) |
