AbstractThis paper presents findings of a study that: (1) contrasts the educational change strategies of a military/autocratic government (1976-83) and a civilian/democratic government (1983-93) in Argentina; and (2) identifies the major consequences of these strategies. The military regime attempted to produce its version of effectiveness and efficiency by managing through a command-and-control system; shaping values of discipline, order, and obedience; controlling through a tight body of regulations; purging all opposition; and establishing policy through officers of the armed forces. The civilian/democratic government attempted to produce change by managing through an educational leadership structure appointed by popularly elected officials, employing dedicated and trained educators regardless of political views, shaping values of democracy, providing for parent and student participation, controlling through norms of good judgment and flexible rules, and setting directions by societal consensus of the national interest. Although both strategies proved to be ineffective, the military strategy was also disastrous. The results illustrate the difficulty of changing an educational system despite the type of government in power. Data were gathered in Argentina through interviews and document analysis over a 5-month period. Lessons for educational change include: (1) pursue a generally accepted societal vision about the direction of education; (2) provide for wide participation in the decision-making process; (3) create stability in the Ministry of Education; (4) strengthen the planning capacity of the educational institution; (5) provide financial support to education; and (6) separate educational law from special interests.
