Abstract | This report describes the role of the California Department of Education (CDE) in the administration of a federal block grant to provide child care and development services to disadvantaged children in California. Part 1 outlines the legal assurances that CDE has provided to the U.S. Department of Education in regard to the administration of child care and development services. Part 2 describes the responsibilities of CDE in the administration of the block grant with reference to consultation, coordination of services, public hearings, and public-private partnerships. Part 3 describes the child care and development services funded by the block grant, including child eligibility requirements and the criteria for awarding grants and contracts. Part 4 describes activities funded by the block grant that seek to improve the quality of child care and increase the availability of early childhood development programs and before- and after-school services. Part 5 outlines program operations, including fee scales, health and safety requirements, provider registration, and payment rates. (MDM) |
