Abstract | A study examined implementation of the accountability and program provisions of the Carl D. Perkins Vocational and Applied Technology Education Act of 1990 (Perkins II) in four unnamed states that were "early adopters" of the Perkins II measures and standards. In each state, staff in the state agencies administering secondary and postsecondary vocational education were interviewed along with administrators and instructors from secondary and postsecondary vocational institutions in two geographically separated regions. The interviews established that, although substantial progress has been made in implementing measures and standards, much work remains to be done to make the systems function as envisioned in Perkins II. Two sets of factors were identified as contributing to variations in states' responses to performance measures and standards. The first set were within the sphere of influence of federal policy, whereas the second set flowed from state/local contexts and are thus less directly subject to federal policy intervention. The following recommendations were directed toward federal policymakers: clarify the interrelationships among Perkins II mandates and coordination of Perkins II initiatives, create models for outcome-based program improvement, provide focused technical assistance regarding choices and resources, and address common measurement problems.
