Abstract	This publication discusses the activities of the Colombian Institute for Technical Studies Abroad (ICETEX) and presents the 1944 master's thesis which outlined the formation of ICETEX. This thesis, entitled "Project for the Creation of the Colombian Institute for Advanced Training Abroad," was completed at Syracuse University by the originator and first director of ICETEX. ICETEX was founded in 1950 by the Colombian government to provide loans to students wishing to pursue undergraduate and graduate education abroad. Among its many additional activities, the organization arranges transportation for students, coordinates scholarships offered by international organizations foreign governments, and private institutions, and administers scholarships for foreign artists in Colombia. The master's thesis which formed the basis for the founding of ICETEX includes: (1) an examination of the state of foreign training in Colombia; (2) an organizational structure for the proposed Colombian Institute for Advanced Training Abroad; (3) a discussion of the means of financing the institute; (4) basic principles of operation; (5) an examination of its primary and secondary functions; and (6) the steps to be taken to put the plan into effect. Two appendixes (in Spanish) contain a copy of the government decree which enacted ICETEX and a biographical profile of Gabriel Betancur Meija. (MDM)
