AbstractAlaskans are increasingly dissatisfied with the performance of their schools. Many students are poorly educated, have low self-esteem, and suffer other social problems. The Alaskan Joint House-Senate Committee on School Performance was created to set priorities for ways to improve school performance. The committee was guided by three basic beliefs: (1) state-mandated policies should be minimized; (2) the state must set goals and hold school districts accountable; and (3) the state must improve the organization, governance, funding, and oversight of schools. The committee made several recommendations in its 1990 report. The state legislature should enact a bill of statewide goals for education. These goals must be transformed into educational outcomes by the State Board of Education and met at the local level. An assessment that measures the performance of all schools against statewide and local standards should be established and made available to all education stakeholders. Incentive grants should be established to help schools carry out school improvement initiatives. A special body should be organized to address physical and social environmental factors harming school performance. Finally, the state should augment Head Start funding, and a commission should be established to address early childhood and parenting problems. (JPT)
