AbstractA team from the New York State Education Department examined the regulatory compliance of the human immunodeficiency virus acquired immune deficiency syndrome (HIV/AIDS) instructional program of the New York City Public Schools and assessed the policies and procedures of the New York City Central Board of Education and community school districts in governing HIV/AIDS instruction. Surveys, observations, and review of documents in 102 elementary, junior, and senior high school buildings, and focus group discussions in 15 schools, revealed that several elements were in general or full compliance: providing accurate, age-appropriate information and curricula; instruction consistent with community values; advisory representation from required groups/individuals; development and implementation of instructional programs by boards of education and their HIV/AIDS committees; and condom availability. Areas of noncompliance included: not stressing abstinence, improper exemption from instruction, uncertified or untrained educators, and inadequate involvement of advisory council members. This report describes all aspects of the compliance review, including the design of the review; the methodology used to conduct the review and collect data; the standards developed to determine compliance; the results of data collection; data analysis; and findings and recommendations. Appendices include copies of relevant regulations and the data collection instruments. (JDD)
