AbstractThis report summarizes the evaluations of 15 schools in seven states that are using the Success for All program, an elementary school restructuring program that stresses prevention of learning problems and immediate intervention when learning problems do appear. The schools included those in Baltimore, Maryland, where the program was initiated, and schools in other districts where Success for All was replicated: Philadelphia, Pennsylvania; Charleston, South Carolina; Memphis, Tennessee; Fort Wayne, Indiana; Caldwell, Idaho; and Montgomery, Alabama. The evaluations used reliable and valid measures, individually administered tests that are sensitive to all aspects of reading: comprehension, fluency, word attack, and word identification. The performance of Success for All students was compared to that of matched students in matched control schools. The results of the evaluations show that the program significantly increases student reading performance. The results demonstrate that an effective program that increases the learning of disadvantaged students can be replicated and achieve positive results in its replication sites.
