Abstract | This instructor's packet on collaborative leadership development in special education presents the Principal's Training Simulator in Special Education (PTSSE), designed to provide an orientation to typical situations facing local school district administrators, consideration of major issues in programming for exceptional children, practice in actual problem-solving activities, and a chance for both instructor and student to test and analyze the student's decision-making behavior. Packet materials include: (1) the instructor's manual, which offers detailed suggestions as to the use of the training materials, time schedule options, guidelines regarding key content issues for discussion, role plays, and other group problem-solving tasks; (2) a paper titled "The Principal as the Special Education Instructional Leader," which provides the conceptual framework upon which the PTSSE is based; (3) the "Special Education Handbook for Administrators," a set of procedural guidelines; (4) a paper titled "Cultural Influences on the Development of Education in the Dormit Central Schools"; (5) a participant's consumable booklet which contains orientation materials, response sheets, and task materials; (6) indices of performance, consisting of a series of satisfactory solutions to each of the simulation items; and (7) "The Principal's Blue Book on Special Education, Parts I and II," a reference manual of best practices in the administration of special education, focusing on laws governing students with disabilities and instructional leadership and supervisory practices.
