AbstractThis booklet offers an in-depth analysis of the Clinton Administration budget and economic plan. The initial overview explains why the budget can be regarded as both a poverty-reduction and deficit-reduction budget. Chapter 2 offers detailed descriptions of the three main components of the plan--the deficit reduction measure (i.e., spending cuts and tax increases), a short-term stimulus package, and a long-term investment package. Chapters 3 through 6 describe the stimulus package, the investment package, spending cuts, and tax increases. Four ways in which the budget will reduce poverty are explained in chapter 7. The eighth chapter describes the minor changes proposed in existing budget rules and procedures. Chapter 9 concludes that 1993 will be a critical juncture in federal policymaking and that the opportunity to change direction in the manner proposed by the Clinton budget will probably disappear if not acted upon this year. Any alternative deficit-reduction routes are likely to generate less new revenue, less new public investment, and larger reductions in social programs. Five tables are included. The appendix contains three tables from the Clinton Administration's budget document. They concern: 5-year investment proposals; proposed changes in entitlement programs; and proposed reductions in nondefense discretionary programs. (LMI)
