Abstract | The Orange County, Florida, public school system conducted a review of its Project Development Services (PDS) to determine its organizational operation and performance. PDS helps increase supplementary school funding from federal, state, local, and private foundation sources. The evaluation of PDS revealed several areas of concern: meeting needs identified by district- and school-level consumer groups, making PDS documents supportive of programs, improving communication between PDS and the schools and among PDS staff members, and systematically reviewing PDS performance. Also, future plans for PDS reorganization should include a review of the staffing needs relative to workload. PDS objectives should be rewritten to address the needs identified by school administrators. A manual for writing grant proposals should be developed, and a log of current district projects should be maintained. Roles within the PDS should be clarified, and procedures to guide grant administrators should be developed. A systematic assessment of the quality and productivity of PDS should be implemented, including evaluations of each staff member. PDS leadership should be strengthened, equipment purchases should be closely monitored, and excess equipment transferred to schools. (JPT) |
