AbstractThis two-part report by the Commission on Evaluation of the Council of Colleges in Quebec focuses on the progress of the province's colleges in developing and implementing legislatively mandated policies concerning the evaluation of apprenticeships. Chapter 1 identifies the 95 colleges with policies meeting the criteria established by the Commission, the 8 colleges that have not yet met Commission standards, the 4 colleges that have not yet submitted policies, and the 14 colleges in the process of amending their policies. This chapter also illustrates trends in policy formation among public and private two-year colleges between 1985 and 1991. Chapter 2 presents the results of 21 site visits conducted to investigate the implementation of apprenticeship evaluation policies. This chapter begins by identifying the institutions visited and the persons and groups with whom the Commission met, and then discusses the progress of the colleges in meeting the Commission's indicators concerning the diffusion of the policy, the assignment of responsibility for implementing the policy, and the development of course plans. In addition, the extent to which the policies have become instruments for institutional development is assessed. Concluding comments stress the importance of program evaluation and programmatic standards to ensuring that students receive comparable and high-quality apprenticeship experiences. Appendixes provide tables illustrating trends in policy formation between 1985 and 1991. (AC)
