| Abstract | Although the World Conference on Education for All, held in March 1990 in Jomtien, Thailand, fostered international consensus on educational goals and raised expectations, obstacles to successful achievement of education for all (EFA) must be identified. This paper describes the five most important obstacles--political factors, economic/financial factors, lack of demand for education, weak managerial capabilities, and inertia in the current educational system. A conclusion is that the Jomtien conference underlined the social responsibility and international commitment necessary for EFA. Recommendations are made to consider political and economic factors in context and to avoid overemphasis on increasing the supply of educational services. Other suggestions include recognizing the time factor and defining the roles of national governments and international agencies. The appendix describes educational initiatives taken one year after the conference and provides information on the International Institution for Educational Planning (IIEP) members and publications.
