AbstractThis document, submitted by Senator Kennedy, is the official Senate report on the authorization of the Health Professions Training and Nurse Education Improvement Act of 1991 (the reauthorization of the original Public Health Service Act)--legislation that provides for programs that support the training and education of professional health personnel. A first section summarizes the purpose of the bill and important amendments. The second section gives a history of the legislation; this is followed by a third section detailing the need for this legislation, specifically, anticipated need for health personnel in rural and urban areas and in particular fields. The fourth section offers a detailed analysis of the proposed legislation. The views of the committee that submitted the legislation are presented in section five. The sixth section reports the tabulation of votes cast in the committee for the bill, noting that the committee approved the bill 17 to 0. Cost estimates for the bill from the Congressional Budget Office make up the seventh section, while the eighth reports the expected minimal regulatory impact of the legislation. The final section reproduces the reauthorization text with amendments, omissions from the original bill, and changes indicated by brackets and typeface changes. (JB)
