Abstract | The minutes of eight Regional Forums (RFMs) conducted by the National Education Goals Panel (NEGP) to solicit public comments on recommendations by the six NEGP Resource Groups (RGPs) concerning the President's and governors' six national education goals are presented. Between April 12 and May 17, 1991, eight governors conducted RFMs attended by almost 3,000 people, with between 200 and 400 present at each RFM. Each host governor invited a delegation from five or six neighboring states to attend the meeting in the governor's state capitol. During the RFMs, governors and their representatives, regional experts, state and local officials, and the public offered oral testimony and talked with NEGP members concerning what information the NEGP should use to measure the progress of the nation and states toward meeting the six goals. RGP representatives presented their preliminary recommendations, heard public comment, and provided the RGPs with feedback for use in preparing their final recommendations. Each set of minutes was prepared by the staff of the regional educational laboratory that serves the host governor's state. The names, affiliations, and testimony of each person offering oral testimony are presented. Repeatedly, the public told the NEGP of the interconnections among the goals and the need to engage broad coalitions to work together to meet the goals. From prenatal health care to lifelong learning, the minutes reflect the broad array of topics to be addressed and actors and activities that need to cooperate if these goals are to be achieved.
