Abstract | A study was made of the impact of Chapter 5 and 6 Regulations and Chapter 339 Standards, which increase graduation requirements, on vocational education in Pennsylvania. The target group for the 1987 follow-up mail survey was the vocational director or administrator in each of the 73 area vocational-technical schools (AVTSs) and 60 randomly selected school districts in Pennsylvania. Data were obtained from 100 percent of the AVTSs and 65 percent of the school districts. Some of the findings were the following: (1) 24 percent of the AVTSs reported adult enrollments in their daytime vocational programs; (2) secondary vocational enrollments declined more than enrollment in general; (3) local administrators are trying to change schedules so more students can attend AVTSs; (4) many vocational educators feel they are ill-equipped to meet the needs of an ever-increasing number of disadvantaged and handicapped students; (5) more school districts expected decreases than increases in vocational enrollment; and (6) scheduling students in vocational programs continued to be a problem because of increased graduation requirements.
