AbstractThe members of the National Association of State Scholarship and Grant Programs (NASSGP) are surveyed annually in order to collect data on state and territory funded scholarship and grant programs to those undergraduate and graduate students who wish to attend public or private postsecondary institutions. The following are among the highlights reported in this year's survey: (1) states in 1990-91 are expected to award over $2.15 billion in grant aid to over 1.7 million students in postsecondary education; (2) this year's expected growth rate for undergraduate need-based aid is almost 7%; (3) only 17 states are expected to increase their need-based grant dollars to undergraduates this year by 10% or more while 15 states reported expected reductions in grant dollars; (4) the 31 states that have non-need-based grant programs for undergraduates expect to increase their award dollars by 14.1%, to $217.5 million; and (5) collectively, states spend about $10 per resident, $118 per college-age resident, and $314 per full-time undergraduate on their state grant programs. Data analyses are grouped under the following headings, each section consisting of a narrative followed by extensive tables of data: comparative program statistics, 1989-90, 1990-91, and earlier years; new and planned state financial aid programs; distribution of undergraduate need-based aid among student categories; 5-year trends in need-based undergraduate aid dollar volumes by states; and rankings of state grant program expenditures. A listing of NASSGP officers and a directory of state grant agencies are appended. (GLR)
