Abstract | This case study, undertaken as part of a Unesco survey of its member states, documents facilities and services for the education of disabled persons in the Philippines. The case study reports that Philippine children and youth with special needs are provided with access to educational opportunities that develop their potential and enable them to become productive members of society and to live meaningful and fulfilling lives. The philosophy, concepts, and commitments required to operationalize these aspirations are embodied in legislation, educational planning, and allied services. The case study describes: (1) policy objectives, philosophy, and goals; (2) legislation; (3) administration and organization at the national and regional/division levels; (4) special education provision (range of services, identification and assessment of children with special needs, admission to special education services, organization of services, curriculum and teaching strategies, and teacher training); (5) finance; and (6) research and development.
