Abstract | As part of a Unesco study of its member states, this case study reviews New Zealand's services for the education of disabled persons. The policy objective in special education in New Zealand is to ensure that provision is made for the education of all persons with special teaching needs within a program which is universal, integral with other education programs, life-long, and unified within and across age sectors and community settings. The major trend in special education is towards the inclusion of all students with special teaching needs into the mainstream of education. The case study covers special education policy, legislation, administration and organization, special education provisions, finance, research and development, voluntary organizations, parents, and issues. Appendices offer an organization chart of special education in New Zealand and clarification of nomenclature used. (JDD) |
