AbstractBroadly defined, human resource development (HRD) involves the education, training, and utilization of human potentials for social and economic progress. Of five interdependent energizers for HRD (education, health and nutrition, the environment, employment, and political and economic freedom), education is an essential factor for improving all the others. Since the economic crisis facing developing countries poses grave problems for education and HRD, setting new priorities becomes a major priority for policymakers. This book, aimed at synthesizing fundamental educational policy issues, is divided into four parts. Part I is a comparative overview of the past, the present, and possible future conditions affecting education's progress in the developing world. In all societies, the goals of improving and expanding HRD are amply justified on ethical, cultural, social, and economic grounds. Part II, addressed to policy makers, discusses the various concepts, issues, factors, and methods to consider when setting objectives, priorities, and strategies for educational adaptation and expansion. Part III, addressed to practitioners, treats the implementation of educational policy, planning, and programs and projects. Following a discussion of various management and educational delivery issues, the special needs of underserved marginal groups are outlined and suggestions for institutional improvement are made. In part IV, addressed to donors, the implications for international cooperation are examined. (MLH)
