Abstract | This document is a transcript of a panel discussion on the development and early stages of implementation of an accountability system for vocational education professional personnel development in Pennsylvania. Representatives of the Bureau of Vocational and Adult Education, Pennsylvania Department of Education, and three of the four participating universities described the project with the following objectives: (1) to develop measurable process and product objectives for each fundable personnel development center activity; (2) to design a recordkeeping system with a procedure compatible for computer application to provide cost and other pertinent data; (3) to design an instrument for collecting information from staff regarding time, travel, and other data pertinent to each center activity; and (4) to design a procedure for formative and summative evaluation of a center activity that uses both internal and external personnel. Attachments to the transcript include a project abstract, 13 currently identified fundable center objectives, a sample performance record instrument, a sample cost and service record instrument, a schedule of yearly events for the accountability system, and a roster of the project task force members.
