Abstract	The proceedings of the hearing on the General Accounting Office's (GAO) report on the Office of Special Education and Rehabilitative Services (OSER) management include an opening policy statement by Major R. Owens, chairman of the Subcommittee on Select Education, and the expert testimony of two witnesses: William Gainer, the director of education and employment issues of the Human Resources Division of the GAO; and Dr. Robert Davila, the Assistant Secretary of OSER, in the Department of Education. Underscoring witness testimony is the issue of whether the Federal Government's agency responsible for oversight of OSER and the administration of human resources programs involving the expenditure of $3.7 billion for people with disabilities will be effectively managed and the maximum use of these dollars obtained. Prepared statements, letters, hearing transcripts, and supplemental materials such as charts, figures, and graphs accompany the testimony and comprise the bulk of this report. (JAM)
