Abstract | The Educational Opportunity Program for At-Risk Students is a statewide initiative of the State of Indiana to expand existing programs or create new programs for at-risk students. The 57 programs improved or initiated in the 1988-89 school year most commonly included tutoring, counseling and support services, or promotion of parent/community involvement. The evaluation process to be applied to these programs is described. A preliminary step in the evaluation process is the identification and involvement of a group of people who will use the results of the evaluation and, therefore, will be able to suggest questions which should be addressed. Subsequent steps include the following: (1) determining the needs the program is designed to address; (2) clarifying the specific goals of the program; (3) considering how to examine the program fairly; (4) identifying the results of the program; (5) interpreting the data; and (6) deciding what recommendations and reports can be made. Appendix A lists the strategies of formative and summative evaluations. Appendix B is a sample evaluation report for the Indiana State Department of Education. (SLD) |
