| Abstract | This statewide study investigated the quality of day care in Pennsylvania. Data were collected through observations and evaluations of 149 randomly selected day care centers and family day care homes. Measures included day care and family day care versions of the Child Development Program Evaluation Licensing Scale (CDPE), the Early Childhood Environment Rating Scale (ECERS), and the Family Day Care Home Rating Scale (FDCRS). It was hypothesized that there would be: (1) a positive linear relationship between CDPE licensing scores and ECERS scores; and (2) no significant differences between nonprofit and profit centers, sponsored family day care homes and independent homes, day care centers and family day care homes, and day care centers and family day care homes in urban, suburban, and rural areas. Results indicated a significant difference between nonprofit and profit day care centers. Day care centers scored significantly higher (ECERS) than family day care homes (FDCRS). Program compliance scores as measured by the CDPE and program quality as measured by the ECERS/FDCRS showed a strong curvilinear relationship. Rural programs scored significantly higher than urban programs on program quality measures. Implications of the findings for day care policy are discussed.
