Abstract	The Productive American Project was initiated by the National Council for Occupational Education to explore human resource issues related to productivity and competitiveness, and the role of two-year colleges in human resource development. The results of this project are presented in two reports. The first monograph provides a discussion of several issues related to productivity, including: (1) global economic competition; (2) the need to increase the nation's production of quality goods and services; (3) the improvement of productivity by upgrading the quality of the current workforce through retraining and recruiting, educating, training, and placing new and nontraditional workers; (4) special populations that comprise the emerging workforce and their educational and training needs; (5) the strengths of two-year colleges that are applicable to human resource development; (6) a strategic model for training the new workforce; and (7) model two-year college programs. The second monograph reviews current public policy issues related to the role of two-year colleges and workforce productivity. Federal workforce training programs summarized in the second report include the Job Training Partnership Act, the Carl D. Perkins Vocational Education Act, the Job Opportunities and Basic Skills Act, the Worksite Literacy Program, the Cooperative Education Act, the Federal Student Aid Program, and State Job Training Programs. A series of recommendations conclude the report, including those directed toward two-year colleges and their national organizations and toward the U.S. Department of Labor. The executive summary highlights the various issues and recommendations discussed in the first monograph. (JMC)
