AbstractThe report describes activities and findings of an 18-month project which surveyed day and other non-residential services provided to persons with mental retardation in the Commonwealth of Massachusetts. An introductory section describes project purposes, followed by a description of project methods (sampling plan, questionnaire development, conduct of interviews, and data processing and analysis). Results of the quantitative analyses are presented, categorized according to interview responses given by service consumers, family members, agency board and parent group members, administrative staff, and community area mental retardation coordinators. Results are then interpreted, focusing on the areas of service planning and delivery, community involvement, and administrative support. Thirteen policy and practice recommendations are presented in three major areas: availability of services, overall system flexibility, and direct care program staff. Recommendations include developing integrated vocational models, using existing resources for transportation and recreation services, identifying systemic barriers to program innovation, and improving the salaries of direct care staff.
