AbstractA study examined the level of coordination exhibited by six Ohio communities (Evergreen, Avon Center, Central City, Douglasville, Frostburg, and Buckeye) in planning and delivering training services to workers dislocated because of plant closings. Information was obtained from a wide variety of documents and reports as well as from Job Training Partnership Act (JTPA) and Community Economic Assistance Team (CEAT) staffs, job training professionals, school and union officials, representatives of closed businesses, displaced workers, local service delivery area (SDA) and Private Industry Council (PIC) staff, and private outplacement firms. The following recommendations resulted from the case studies: (1) SDAs, PICs, and secondary and postsecondary vocational-technical institutions alike should be more assertive in marketing their services to the business community and in encouraging businesses to provide advance notice of impending plant closures; (2) one of the first tasks of any community facing a plant closure is to establish a single steering committee to plan and coordinate all aspects of a dislocated worker program; and (3) wherever possible, dislocated workers should be hired to assist in the delivery of services.
