AbstractThe first segment of this bulletin is a summary presentation of the Second Meeting of the Regional Intergovernmental Committee of the Major Project in the Field of Education and the Sixth Regional Conference of Ministers of Education and Ministers Responsible for Economic Planning of the Member States in Latin America and the Caribbean (Bogota, Colombia, March 24-28, 1987). Participants noted that there are 44 million illiterate people in Latin America, which has a population of 253 million (1985), up from 163 million in 1970. Additional articles are provided in this document. In his presentation, "National Requirements of Educational Planners," Walter Garcia believes that Brazil's great size, plurality, and diversity of cultures require profound changes in policy making at the national level. Seventy-two percent of the population over 10 years of age have either never attended school or have not attended beyond the fourth grade. Because crowded conditions require double sessions, some students spend only 2.5 hours per day in school. Low salary incentives for teachers, inadequate training, and lack of professional status characterize the problems. Decentralization involving micro-planning is recommended, along with the coordination of public services and a higher level of technical competence of central planning. In "Audio-Visual Mass Education," J. Manuel Calvelo Rios suggests using audiovisual training as a means of educating rural peasants to provide them with needed information about natural resources, ecology, health, and housing. Program scripts would be developed in conjunction with the peasants' self-defined needs and views of the problems affecting them. Data are provided by Carol Baume from a research project, "Jamaica Nutrition Education Project," which incorporated basic nutrition concepts into a language arts program. The materials developed for the program have been field tested, and charts of the outcomes are included. Summaries of activities sponsored by OREALC (the Regional Office for Education in Latin America and the Caribbean) conclude the bulletin. (NL)
