AbstractThe Finger Lakes Dislocated Workers Project is a regionally oriented program that coordinates job retraining, career counseling, and placement services for workers whose positions have been terminated because of layoffs, skills obsolescence, and early retirement. The perceptions, attitudes, and behavior of those dislocated workers who had registered with the project were studied to assess the services currently being offered through the project and identify services that should be added or possibly discontinued. Of the 2,075 self-administered questionnaires that were mailed out, 317 usable responses were received within 3 weeks (a response rate of 15 percent). Overall, the dislocated workers who were actively involved with the project spoke highly of it, and those who found new employment through the project reported high satisfaction with their new job and expect to use their newly acquired skills. Most of those who had secured jobs started at salaries well below their prior position, which was true whether or not the person had completed the training program. The indirect evidence indicated that project clients rely heavily on informal channels in their job searches. Although satisfaction with the project was generally high, several problems that can be broadly classified as communication and logistics problems were identified in the application and training process.
