Abstract	This report summarizes the Early Childhood Assessment Project, which attempted to clarify issues confronting policy makers in early childhood special education through documentation of current practices, in-depth investigation of alternative approaches, and examination of predicted social, political, economic, and educational impact of alternative assessment and decision-making approaches. Synopses of the background, procedures, findings, and conclusions of 14 major studies are presented. The studies are: "Preschool Screening in Minnesota: 1982-83,""Current Screening and Diagnostic Practices for Identifying Young Handicapped Children,""Instructional Decision-Making Practices of Teachers of Preschool Handicapped Children,""Exit Criteria in Early Childhood Programs for Handicapped Children,""Predicting Preschool Screening Outcomes Using Demographic Variables,""An Ecological Study of School Districts with High and Low Preschool Screening Referral Rates,""Assessment Practices in Model Early Childhood Education Programs,""Decision-Making Practices of a National Sample of Preschool Teachers,""Preschool Screening Referral Rates in Minnesota School Districts across Two Years,""Ecological Investigation of Assessment and Decision Making for Handicapped Children prior to School Entrance,""Policy Analysis of Screening and Referral for ECSE Programs,""Policy Analysis of Diagnostic Assessment in ECSE Programs,""Policy Analysis of Instructional Intervention and Decision Making in ECSE Programs," and "Policy Analysis of Exit Decisions and Follow-Up Procedures in ECSE Programs." Products derived from the Early Childhood Assessment Project are also included in this final report. (CB)
