AbstractNew York State has embarked on a major effort to enhance the quality of public schooling. All schools must develop curricula ensuring that students meet minimal performance standards and provide remedial programs for those who do not. Because many school districts with low enrollments or low wealth are having difficulty complying with Board of Regents requirements, the Board of Cooperative Educational Services (BOCES) is expanding its educational delivery process to include direct academic instruction. While the number of school district requests for cooperative programs is relatively low, the new Regents requirements are only in their second year, and many academic standards provisions do not take effect until 1989. The results of a survey administered to 50 percent of the state's local superintendents show that the majority support the quality, necessity, and cost-effectiveness of BOCES services. As the compliance deadline approaches, many of the smaller and poorer districts will turn to the BOCES for assistance as they have done in the past for educational programs for handicapped students, occupational education services, and high cost instructional support services. The BOCES will undoubtedly become one important vehicle for educational improvement at the local school district level, for without them, the Regents' action plan is doomed. Two sets of data analyses are contained in the extensive appendix. The first set of analyses of BOCES survey responses is made up of cross tabulations; the second set is a frequency distribution of all responses to each item on the questionnaire. (MLH)
