AbstractThe Indiana Teacher Quality and Professional Improvement Program was established in response to legislation passed in March 1985. The purpose of the law was to review the salary and reward structure for teachers and to identify and develop methods to confer honor and respect on teachers and their profession. The Teacher Quality Team of the Indiana Department of Education is responsible for administering the program. A survey of more than 50,000 teachers assessed opinions about incentives and incentive programs. The goals identified to help the Teacher Quality Team reach its mission included: (1) research and analyze comprehensive career ladder systems; (2) review base pay increases for all teachers and establish pilot programs; (3) design professional development opportunities for individual teachers; (4) analyze ways to foster and promote respect and honor for teachers and the profession; (5) design and analyze reward systems for schools to improve the working environment of teachers; and (6) design state evaluation models for teachers and administrators. This descriptive study reviews selected model site programs and provides data regarding the types of programs, descriptions of the work to date, and anticipated outcomes. (JD)
