Abstract | This report describes and evaluates the Albuquerque Public Schools (APS) 1984-85 Chapter 1 instructional program and its effect on student performance. The following information is reported or described: (1) conclusions and recommendations; (2) participating schools and cost summaries; (3) identification of eligible schools; (4) identification of instructional focus; (5) staff allocation; (6) school program planning; (7) identification of eligible students; (8) selection of participants; (9) elementary school evaluation results; (10) secondary school evaluation results; (11) study of sustained effects and longitudinal service; (12) comparison of APS and national Chapter 1 impact; and (13) additional Chapter 1 services. Appendices contain low income survey and resource allocation charts, and forms used to submit proposed changes in Chapter 1 programs. Results point to the program's positive effect on participants' performance in both cognitive and affective areas. Due to funding restraints, more students were eligible for the program than were served. (PS) |
